Mrs. Silapasuai Rawisaengsun, Permanent Secretary for the Bangkok Metropolitan Administration (BMA), mentioned the implementation of preventive measures and law enforcement in solving PM 2.5 problem at its major contributing sources that the BMA closely monitors PM2.5 dust situation by assigning officers from Environment Section and City Law Enforcement Officers from all 50 district offices to inspect, check, and watch over public and private areas to prevent outdoor waste burning. Moreover, the officers will inspect business establishments and advise them not to emit smoke which exceeds standard level specified by law. All vehicles used in the construction sites will be urged to have its wheels cleaned before leaving the site. The public will be informed not to leave their car engines idling or running when stationary at supermarket car park. Additionally, the BMA cooperates with other related organizations to tighten the inspection and ban the use of all types of vehicles that emit black smoke as well as to provide engine maintenance tips to car drivers. The BMA will collaborate with local police stations to help facilitate the flow of traffic or manage the convenient flow of traffic and increase the frequency of road cleaning and vacuuming and water spraying to clean dust coatings on tree leaves.
Permanent Secretary for the BMA also assigned Medical Service Department and Health Department to set up mobile medical and healthcare units to work in the areas affected by the PM 2.5. Its services are to provide medical treatment service, advice, and knowledge to the public on how to protect themselves from fine dust particles, and to prepare medical supplies and protective equipment as well as to give advice on how to correctly wear sanitary face mask. The BMA also prepares for establishing Public Health Emergency Operation Center if the PM2.5 level exceeds 75 µg/m³ for more than three days in a row. The BMA’s affiliated hospitals were instructed to open air pollution clinics, namely, King Taksin Memorial Hospital (Mondays – Tuesdays, 13.00 – 15.30 hrs.), Charoen Krung Pracharak Hospital (Tuesdays, 13.00 – 15.30 hrs.), Bangkok Metropolitan Administration General Hospital (Thursdays, 13.00 – 15.30 hrs.). The BMA’s Medical Service Department also provides a 24-hour telephone healthcare line: Hotline 1646, to answer and provide health advice on dust-causing diseases.
